Federal agencies spend roughly over $500 billion with small businesses on an annual basis. It was realized that federal government contract awards to Women-Owned Small Business (WOSBs) were limited and a subsequent study listed industries in which women were underrepresented and substantially underrepresented in the award of federal contracts. To address this issue, the WOSB Contracting Rule was implemented February 4, 2011.
